The Indonesian Government has decided to extend the implementation of micro-scale activity restrictions (Micro PPKM) for all provinces outside the islands of Java and Bali from 6 to 20 July 2021.
“The tightened restrictions will be imposed in 43 regencies/cities that have an assessment level of 4 in 20 provinces. This regulation is in line with the restrictions carried out in Java-Bali,” said Coordinating Minister for Economic Affairs Airlangga Hartarto who also helms the COVID-19 Handling and National Economic Recovery (KPCPEN) Committee in a press statement, Monday (5/7).
The 43 regencies/cities that are subject to the restrictions include: the City of Banda Aceh (Aceh); Medan City and Sibolga City (North Sumatra); Bukittinggi City, Padang City, Padang Panjang City, and Solok City (West Sumatra); Pekanbaru City (Riau); Bintan, Batam City, Tanjung Pinang City, and Natuna (Riau Islands); Jambi City (Jambi); Bengkulu City (Bengkulu); Lubuk Linggau City and Palembang City (South Sumatra); Bandar Lampung City and Metro City (Lampung); Pontianak City and Singkawang City (West Kalimantan); Palangkaraya City, Lamandau, and Sukamara (Central Kalimantan); Berau, Balikpapan City, and Bontang City (East Kalimantan); Bulungan (North Kalimantan); Palu City (Central Sulawesi); Kendari City (Southeast Sulawesi); Manado City and Tomohon City (North Sulawesi); the Aru Islands and Ambon City (Maluku); Mataram City (West Nusa Tenggara); Lembata and Nagekeo (East Nusa Tenggara); Boven Digoel and Jayapura City (Papua); and Fak Fak, Sorong City, Manokwari, Bintuni Bay, and Wondama Bay (West Papua).
The regulations of the Micro PPKM are as follows:
- Office/Workplace Activities
Office/workplace activities both in government offices (ministry/institution/regional offices) as well as State-Owned Enterprises/Regional-Owned Enterprises/private offices are subject to the following regulations:
- Level 4 regencies/cities: implement 75 percent work from home (WFH) and 25 percent work from office (WFO);
- Regencies/cities with other levels: implement 50 percent WFH and 50 percent WFO;
- The implementation of WFH and WFO is carried out by implementing stricter health protocols; alternating working times; banning mobilization to other regions during WFH, and the implementation of WFH and WFO is adjusted to the arrangements of the ministries/agencies or each regional government.
- Teaching and Learning Activities
Teaching and learning activities in schools, colleges, academies, and places of education/training are subject to the following regulations:
- Level 4 regencies/cities: online learning;
- Regencies/cities with other levels: learning activities according to regulations from Ministry of Education, Culture, Research, and Technology.
- Activities of the Essential Sector
The essential sector can operate 100 percent with stricter operating hours, capacity management, and health protocols.
These sectors include health, comestible, food, beverages, energy, communications and information technology, finance, banking, payment systems, capital markets, logistics, hotels, construction, strategic industries, basic services, public utilities, and industries designated as national vital objects and certain objects, and industries producing the people’s daily necessities. The regulations also allow markets, shops, and supermarkets, including those in shopping centers/malls, to operate.
- Eating/Drinking Activities in Public Places
Eating/drinking activities in public places including in food stalls, restaurants, cafes, street vendors, hawker stalls, including those in shopping centers/malls are subject to the following regulations:
- Dine-in is allowed, with 25 percent capacity at most;
- Restriction on operating hours until 17.00;
- Delivery or takeaway services are permitted with limited operating hours until 20.00;
- Restaurants that only serve takeaway can operate 24 hours; and
- Implementation of stricter health protocols.
- Activities at Shopping Centers/Malls
Shopping centers, malls, and trade centers can operate with limited operating hours until 17.00 local time and limiting visitors to a maximum of 25 percent of capacity with stricter health protocols.
- Construction Activities
Construction and project sites can operate 100 percent with stricter implementation of health protocols.
- Worship Activities
Activities in places of worship including mosques, prayer rooms, churches, temples, and other places of worship are subject to the following regulations:
- Level 4 regencies/cities: temporarily unallowed until declared safe; and
- Regencies/cities with other levels: worship activities according to regulations from Ministry of Religious Affairs, with stricter implementation of health protocols.
- Activities in Public Area
Activities in public areas, including public facilities, public parks, public tourist attractions, and other public areas, are subject to the following regulations:
- Level 4 regencies/cities: temporarily closed until declared safe; and
- Regencies/cities with other levels: allowed to open with at most 25 percent capacities, stricter health protocols, and in line with regulations from regional governments.
- Art, Culture, and Social Activities
Art, culture, and social activities at the location of arts, culture, and social activities that can cause crowds, the following regulations apply:
- Level 4 regencies/cities: temporarily closed until declared safe;
- Regencies/cities with other levels: allowed to open with at most 25 percent capacities, stricter health protocols, and in line with regulations from regional governments; and
- Celebration (community) activities are allowed with at most 25 percent capacity, no food is served on site.
- Offline Meetings and Seminars
Activities of offline meetings and seminars at the location of meeting/seminar in a public place that can cause crowds are subject to the following regulations:
- Level 4 regencies/cities: temporarily closed until declared safe;
- Regencies/cities with other levels: allowed to open with at most 25 percent capacities, stricter health protocols, and in line with regulations from regional governments.
- Public Transportation
Public vehicles, mass transportation, conventional and online taxis, conventional and online motorcycle taxis, as well as rental vehicles can operate with maximum capacity and operating hours that are regulated by the regional governments, with stricter implementation of health protocols.
The regulations also stated that for this year’s Eid al-Adha, it bans takbiran (tradition of chanting praises to God on the eve of Eid) parade, prohibits Eid prayer in high-risk areas; and arranges the process of slaughtering sacrificial animals which can only be done at a slaughterhouse and be distributed directly to the recipients.
